Taupo District Libraries
That Taupo District Council adopt the District Library Policy dated September 1991 as follows:
Taupo Library In The Future: A Vision Statement
The Taupo library will be a vital and stimulating place in which is housed a collection of books and other appropriate information which will ensure the community has access to any printed or otherwise documented material for enjoyment or learning.
The Taupo library shall remain a community owned resource where the people of Taupo and its environs are ensured access to the widest possible range of the books and information required.
Library Policy: Turangi Mission Statement
The Turangi Public Library will be a progressive, vibrant place providing printed and audio visual materials to serve the recreational and educational needs of a bicultural community.
Intention
The Taupo District Council confirms its intention to provide three Libraries in the District being at Taupo, Turangi and Mangakino. Each Library is a neutral community focal point, easily visible, attractive and welcoming.
Mission
In accordance with its mission to promote the welfare of its communities, the Taupo District Council is committed to excellence in the provision of Library services and recognises the uniqueness of each Library.
Relationship - Inter District
The relationship between the three Taupo District Libraries is one of cooperation and support in an environment encouraging communication and sharing of resources where appropriate. Due to the constraints of technology, sole charge staffing, separate funding systems, and community variances full integration is not considered a viable option.
Development Plans
Each Library in the Taupo District will have its own development plan prepared in
consultation with the community. Each plan is to be adopted by the Council and
reviewed regularly. These plans are to include a Collection Development Policy, written by the Librarian, to ensure resources are acquired and maintained in a planned way, and that selection is responsive to user needs.
Each Collection Development Policy is to consider opportunities for cooperative buying and lending arrangements within the Taupo District to help extend the range of more specialised resources available to users.
Staff
The Taupo District Libraries should have qualified Librarians in key positions. Staff
selected for Library work should enjoy working with people, be good team members and effective communicators, All Libraries need some staff with special skills for working with children.
Finance
Without regular assured funding the Library cannot offer a consistent level of service. A budget enabling the Libraries to keep their resources up to date is intended. Charges for Library services are to be approved by Council [or as delegated] and are restricted to adult rental fiction and special services. Public access to the Libraries, the non-fiction stock and children’s books shall be free of charge.
Performance Measures
Library performance will be measured in terms of the range of service delivered to users and focus on output measures.
Community Development
The Libraries will continue to provide communal resources for recreation, information, education and cultural benefits.
In particular, the Taupo District Council Libraries will support local history and
genealogy, develop collections specific to the nature and interests of the District and be a source of information on community issues.
Promotion
Each of the Libraries in the Taupo District should maintain links with its own community. Where Community Boards exist, they can play a significant role in this process. Regular promotion is essential to ensure everyone in the local area has the opportunity to know what the Library offers.
Summary
The Taupo District Council system will be a cooperative network based on:
- an excellent standard of Library service to unique communities
- sound financial management
- trained professional staff
- coordinated development planning and promotion
- giving the local residents wide access to resources
- fostering a sense of local identity.
Policy for Housebound Service
That Taupo District Council adopts the policy set out below relating to a Housebound
service to be offered by the Taupo Library:
The service will be restricted to individuals who have difficulty getting into the Library because of a disability or because of age. Patrons will be registered on a
housebound file.[Temporary incapacity will also be considered, i.e. broken limbs, etc].
Initially the service will comprise books, magazines and talking books. Special requests will be catered for whenever possible. [No rentals, fines or reserve fees will operate for Taupo Library books but special interloan requests must be paid].
Books will be selected by a Librarian after consultation with the patron. Deliveries will only be within the confines of Taupo Township unless volunteers are available to service the requested area.Volunteers to inform the Library if they will be away so that a substitute can be found.
